There are a whole bunch of boats as soon as you get off the ferry from PDC. If your looking for a great area to snorkel , dive, or swim with the dolphins, Chankanaab park was unreal!

Cozumel is on the Caribean side of Mexico, in the Caribean Sea as Im sure you know, you may get more hits in the Caribean forum
