Default Red ball float off Palos Verdes

Last weekend when we were out on the water, we ran across a red ball-type float about 2 miles off Palos Verdes. It was probably a couple of feet in diameter. I believe it had "L77442" stencilled on it.

Any idea on what this is? A buddy tells me that the prefix "L" usually indicates a commercial lobster float, but this didn't look like the ones I've seen (plus it's not the season). Is there a database anywhere of buoys/markers/etc? I'm not seeing this one on any of my charts.

BTW, if it helps at all, the location was N33 43.703 W118 26.479.
