Default Tie Down 700E Actuator - mystery part

I was filling the actuator with brake fluid yesterday and I noticed something floating in the reservoir. I got my needle nose pliers and pulled out a piece of black rubber about the same size and shape as a thimble. It is not perforated and was not connected to anything. I found a diagram of the actuator that came with trailer documentation and did not see anything that looks like a thimble. Does anyone know what this could be or if there will be a problem if it is missing? Thanks

Is it an old cap from the top of the actuator? About the same size as a thinble.

If it is a bladder from the fill cap does it matter that it is missing? I thought it could have something to do with the fill cap, but it did really fit when I tried to put it together.

the bladder seals the vented cap [tiny hole on side]no bldder and your brake fluid will suck up the humidity in the air
