I just noticed that I cannot post an avatar, did I miss something?

Hit the "GO ADVANCED" button at the bottom (next to "SUBMIT REPLY" and the screen with then will pop up. Then, proceed as usual!

Same here. I am a newbie and am trying to setup my profile and can post a profile pic, but not an avatar.

Thats very easy, if you read Faq well, you must find the answer properly.
anyways, here is the guide to adding your avatar:
usercp>options&settings>edit avatar
then select the desired avatar and save.

Let me know if you still have any problem and i'll help you further more

On my avatar settings - "do not use an avatar" is selected and can't be "unselected" so no way to upload. Is that a restriction by administrator ?

Put it in your signature >>>>> edit signature>>>>>same difference.
