Default Trim Tabs Not Working Properly

Have a Parker 2310 with Bennett trim tabs. Love 'em.
Finishing up my spring prep work, ready to lauch for the season. When I pulled the boat in the fall the trim tabs were working great. Now, when I tested them they will only run for about a second and then stop. They will do this 2 or three time and then not do anything. If I let them sit for awhile they will then work again for a second or two. Tried the wire test at the swicth, same result. It seems to me like something is overheating and kicking off a relay or something. Also checked the plug near the pump, looked fine, same for the ground.
Any thoughts or suggestions?

Capt. Billy,

How old are the Tabs? It sounds like the pump motor may be binding. Let me know how old they are and I will help you get them going ASAP.

Trim tabs were installed in 1997, when boat was new.

Ok, Capt Billy just to make sure I believe that Parker was using Boat Leveler brand Trim Tabs in '97. They can be identified by the external rubber hoses going to the actuators (rams). Are you sure they are Bennett? If they were installed by the dealer or owner they very well may be Bennett Tabs. Confirm this for me and I will get you going.
