Default loose rivets

Hey Tabman, I bought my trim tabs last year when you and BOE had that power buy deal. Well the other day I noticed on one of the taps the rivets were loose. They are loose enough that I dont want to use my boat for the fear that if it comes of I might lose it or it will cause damage to the cylinder or my boat. I looked around to see if maybe I could buy new rivets and use a couple of hammers to install them. I had no luck finding any. What do you suggest I do. Bolts? Weld it? or any other ideas? Thanks for any advice you may have!

What size are they and is the boat kept in the water? Let me know and I am going to arrange a no cost swap. The rivets can't really be fixed in the field.
