it depends. some guys like to use a needle eye hook for wire on a trolled dead bait. on some of the larger hooks that have a regular closed eye, it is possible for the wire to bend back and come out of the gap. a welded eye or needle eye eliminates this since it is a solid hole.
on smaller live bait rigs there really isnt a choice in hook eyes. and i have never had the wire come out of the hook.
as far as heavier hook - that is more contingent on the drag setting than the wire. guys kingfishing use #6 treble hooks and wire all the time. they just back the drag down to 1-3 lbs. you certainly dont want to have a heavy drag and light wire gauge hook.
