We use Berkeley Black Eels. They are about 7" long and have two sets of single hooks. look lifelike in water.
Gulp crabs work good too but better on Permit.

If you see them and are sight casting, bucktails with curly tail grubs are very effective. If you want to drift or anchor, get some good chum and put an eel or bunker under a balloon. Only problem with the chumming is you will also attract the toothy cousins (sharks).
Here, we sight cast around buoys, markers etc. mostly with bucktails with a curly grub, or rubber eels, even large sluggo's. I have even caught a few with surgical tube eels I bought for Barracuda.
Saw a guy catch one on a frozen softshell once. I have also had decent luck with live croaker, you can alw2ays catch those here so never really without live bait.
On the OBX we use a 3 oz. jig with colors varying from orange to white and 6 to 8 inch tails.I prefer a jig with white head and chartruse skirt with a 8 inch white tail.
Free gaffing is a really really BAD idea!!!! I was with a buddy of mine in savanah at one of the bouy's when 2 were circling the boat. He actually hooked the fish but the fish had NO intentions of comming in and bent the 6 foot gaff in half!!
