Often times they are on the surface and you can toss from behind them.
You can also use a larger net, at least 8'.
What size are you tossing?
If you can learn to toss a 12', you are doing well.
Use a large net. 12 foot is what works best. Look at Bett's nets they make a mullet specific 12ft net. Target where the school is "going" and throw it there and pull the net the moment it hits the water.

What size mullet are you targeting? silver or black?
The larger net will work better but weight is important. my 12 ft net is 23lbs I think it was 24 but I must have beat some of the lead up over the years. try and make sure the sun is in your face. if it is behind you they will see the net in the air and run. Look for schools of mullet that are feeding on the surface or just lazing around on the surface. they will be easier to catch.
I like to let my net sink all the way to the bottom before closing it.

im going to try the dough balls, some of these suckers are like 12-18 inches long. shark and tarpon would love em!
