What do you use to attach them to you outrigger line?

They have a velcro flap that wraps around the rigger line.

Flag clips. The same ones I use to attach my American flag to it's flag pole.

Dubro makes clips for attaching to the outrigger line. Also you could use a #64 rubber band.
