Default Stripers outside Barnegat Inlet ?

Spend most of my time chumming in the bay for stripers but due to the congested conditions would like to venture out side a little. Do I need a down rigger when trolling close to shore? Also, what might be my best bet trolling or drifting clams?

Thank you

How deep is it? I'm thinking Penn 113 HSP with wire line. No downrigger. Good to 100 feet.

You can use Mann's stretch lures or go with wire line...I prefer the wire line. As far as spots look around Harvey Cedars lump and Seaside pier to north.
