are they going to be mounted four in a row?
if so, maybe something like this would work: http://tacomarine.com/item--Transom-...00+Series.html The elbows are splined to the crossbar, so they could probably be mounted to a horizontal surface.
Yes, that is on the order of what I'm looking for. As long as they can be adjusted so they are completely vertical. Vertical and non-adjustable is what I'm really hoping to find. I need them strictly for rod storage. There are two horizontal surfaces, one on each side of the splash well of my boat that would be an ideal location for vertical rod storage. Two rod holders on each side. Flush mounts would be nice, but they would allow water to get into the battery compartments. The ones in the previous posts wouldn't work because I need to mount the rod holders on a horizontal surface, not a vertical surface.

I say almost because it looks like that one has a slight angle to it. If it was totally vertical, then it would be exactly what I'm looking for. It might still work however.

Rupp Marine Flush Mount Rod Holders have a threaded hole in the bottom to screw a brass or plastic hose barb in. Then you connect a plastic tube of the proper diameter that runs down into the bilge. That takes care of the water plus Rupp makes a very good product.
