Red Snapper early Closure

Hello All, I'm fed up with the Red Snapper early closure and limits by the National Marine Fisheries. I remember Thomas Hilton (of Hilton Offshore Atlas) was doing some missionary work on this subject to revise the Stevens-Magnuson Act.
