Default ity Giant Bluefin Tuna fishing

What is the latest on this fishery out of Morehead City.
Have any shown up yet?
Are recreational fisherman still allowed to catch and keep 1 fish over 73" per year per permit?

Still early, I believe last year it was the beginning of Dec before any numbers were caught, but then again it was a warm fall last year.
