Hi Cabokid,
A Permatrim will give you a lot more lift out of the hole and will help with some of your starboard lean problem.
The model you need is an M9, Andy at SIM has them in stock.

The 135hp should be enough power for a 17' boat.

There are a couple of things you should check.
1: Make sure your motor isn't mounted to low, if the motor is mounted directly on the transom, the cav plate should be level or higher than the bottom of the hull V.
If on a bracket, for every 12" of set back the cav plate should be approx 1" higher than the bottom of the hull V.
2: Check your prop size and engine max RPM, You should be able to get near your recommended top RPM for thr motor. Too big of a pitch Prop will make you slow out of the hole.

Both of these check items can contribute to the problems you are having.

Cheers
Colin
