Funny, but you already have a job. So, seeing as we are living with greatly diminished quotas and there are literally thousands of dependent fishermen who are doing without, why should we issue permits to folks who aren't intending to make their living form fishing?
25 years ago, this wasn't an issue. If we didn't have quotas this wouldn't be an issue, but we do. There needs to be a way for new entrants into fisheries, but only for folks who are going to do it for a living, there simply isn't room for part timers anymore, no offense.
To your original question- fluke permits were made limited entry in 1998. There were over 800 hook permits issued at the time, you could have had one and you say you did, so either you couldn't afford the 30 dollars or you didn't send in your catch report?
