This is the first I have heard of this ....
Senator Coleman has written a bill that would exempt folks like us from TWIC. We have been informed that the bill has finally been introduced and if passed will exempt us from the TWIC requirement as well as reimburse those who have already obtained their TWIC. There is opposition to this bill and the only way it will be adopted is if you call your Congressman and/or Senator and say you fully support Senator Coleman’s bill S.3377. They are going to vote on this before they leave session which is in the next few days so please do what you can to help get this bill passed.
This TWIC makes no sense to me. I would guess that 95% of all captains out there have absolutely no need for this. I'm sure you THT'ers will tell me if I'm wrong.
I don't think I've ever had the need to enter a port and I'm not a 'Transportation Worker". So why do I need a 'Transportation Worker Identification Card"?? Why not require the TWIC just for the captains that have the need to enter a port? I'd agree 100% with that. But requiring any captain holding a 6 pack to get one of these sounds crazy. It appears to me to be nothing more than a way for the agencies involved to raise funds for themselves, and we shouldn't just lay down and accept another $132 fee when it is not needed.
I tried to call the agencies to discuss this with them, thinking maybe there is some reason I wasn't understanding as to the need for all captains to have this. Calling TSA is like beating your head against a brick wall! And the USCG National Maritime Center in W. VA. says all they do is work with the applications, that it's the TSA that came up with the TWIC and requires it.
So do we just get the TWIC and pay them and forget it? Or try to fight it?? What % of licensed captains do you think are involved in actual commerce and need access to a port facility vs all those guys out there that run a tour boat, run a charter boat for fishing or diving, deliver boats, etc.?? My guess would be that the majority have the license 'just to have it' and don't do any of the above type stuff. But certainly seems to me that the guys that 'just have it' and the ones that have no need for port access are far and away the majority out there. So why make all of us spend the money for the TWIC, other than to put more money into TSA's pocket? Anyone want to try to fight this?? Is there a captain's association of any kind that represents just the average charter type captain (not the commercial ship and tug boat guys)? BoatUS maybe?
Capt Kelly, was writing and on the phone and didn't see your post before I made mine. I'll post this info on some of the other NC boards as well. Anyone that can post it on their local boards?? I'll take a look at the bill and call my senator and rep right now! Pls, any other captains out there that are not commercial guys and don't need port access, please do the same. Ask them to support Senate bill S3377. Make a couple of quick phone calls and save yourself $132! Or do nothing and hand another government agency some cash for no good reason.
Called Norman's office and seems it will not have any chance to get out of committee this session, which will only last another week or so. It was introduced in July and was sent to Senate Commerce, Science, and Transportation Committee, and that's where it has been sitting since July. Sounds like all we can do is hope to get it out of committee in the next session. And call/email our US Senators and Representatives in the meantime. Here are the NC reps and Senators:

Calls are always better, but emails will help. If enough captains across the country push this legislation by contacting their representatives and asking them to support S3377, we can get it out of committee in the next session. Squeaky wheel gets the grease.
The funny thing is that the security in airports don't recognize this as form of ID even though its a govt. issued document. Lukily my company paid for my card.

Has ANYONE bothered to call their US Senator and ask them to support S 3377?? From all the other boards I've read, it seems like everyone is more worried about how to go about getting this card, or how long it will take to get it, than they are about trying to get rid of the requirement. Does it make more sense to spend five minutes calling your US Senator, or spending an hour (or two or three) getting a card that most captains will never need? And handing TSA and Lockheed Martin $132 of your money every time you need to renew??
Please call your US Senator and ask for their support. The bill is currently in a sub-committee of the Senate Commerce, Science and Transportation Committee. Here are the important guys that especially need to be pressed on passing S 3377:

Please call your US Senator regardless. But if any of these are your Senator, they are the ones that especially need to hear from captains. Please call them, then post their response here on the board. I'd like to find out every one of the above senator's position on the bill. I'll call them all. But if any of these are yours, will save me time if you can post if they are definitely in support of S3377. Calls from their own state mean alot more to them than my calling from out-of-state.
Yes, the TWIC is listed as an acceptable ID by the TSA. However, I've heard that there a lot of TSA screeners out there who aren't familiar with the TWIC and may question its validity as an ID. I haven't traveled yet since I've had my TWIC but will be trying it out next month on my honeymoon.

Word is probably filtering down, but most likely they won't take it, unless you just happen to get lucky. She said they're still figuring things out just within the TWIC organization, so can't expect the TSA workers at the airport to know all about it right now.
One question, if a terrorist can get an airplane license, how hard would it be for them to get a captain's license and a TWIC card? Sure seems like they would need to tighten up on handing out licenses and these TWIC cards for this to do any good.

I need to get my card ASAP. I have checked out the web site for it. Besides my drivers license for ID what other form of ID do I need. I did something about them accepting my DOT medical card. ?

I brought my current MMD, birth certificate, and drivers licence, you pre register on line and make the app. on line, It all whent pretty easy for me. jw
