I've thought about this for a while and I think the fdirst thing that has to be done if MA is going to have a hooks only cod fishery
is the issue of the SWGE and how it came about and who it was issued to needs to be revisited/overhauled- theres too many of them and we don't need another striper fishery out of the gate.

Other than that it's downhill from there IMO. Like I said the gill netters would flip out, but they are a minority of permitees and once the swge is revisited and corrected, there will be less of them.

We'd have to have some sort of quota or catch cap? How much what size fish etc?

I'll try to work on some details that make sense.

Keep in mind we are looking at getting the state to allow fishing on spawning fish, so they've got a solid scientific reason to turn this down, but there is more to this than just that.

Like NC said before- at 200 or 400 3's there wasn't a problem, so why'd Diodatti really shut it down in the first place, who got to him? I've fished out of the Saugus river back when i t was open and it was awesome fishing, all big fish- zero discards and great prices.

We need that fishery back- without the nets.

I was just listening to the audio from the last commission meeting (MA DMF) and it would appear that the state may eventually be going to an ITQ plan for the holders of the SWGE.



So- now that we have all been basically put out of the fishery by the gill netters and the CCZ etc.,

the only real landings for the last few years are from the gill netters, in fact it's around 80% by the gill netters. So they have in fact basically already stolen this fishery.

How are we supposed to have any landings, if we can't go fishing? And how are supposed to catch any fish when we can go, if the good bottom is covered in nets?
