Default NC or VA

Which state is better (cheaper) from a tax and expense perspective to be the home base for my boat??

Neither state taxes them, it's the counties and cities that do and they all seem to have their own rates. So far both have been pretty close for me, although I think Franklin County, NC has been a little lower than Westmoreland County, VA.

Hampton Va has no boat tax , we keep thinking its coming back but so far so good .
