Default laws regarding cast net in virginia

Do we need a license to use a cast net in Virginia? I found the following

but it only applies to the tidal water around Virginia but not the river or streams. Also found that you need a license to use a dip net (if you want to take shad, herring, mullet and suckers)

but nothing on cast net....

So do we need a license to use a cast net to take minnows and the occasional catfish or it is not necessary since they are not considered game fish?
