Of the four different domes what one gives the best performance for the money?

The best performance for the mon864 4kW 18" non HD dome. It is the best bang for the buck in the marine electronics industry (aside from the $900 Raymarine S1000 Autopilot). What would I put my money towards right now? - the GMR18" HD radar is what I personally would buy. It is close enough in price to the GMR18 and does perform a little better.
