Move it to the inside of the boat...epoxy in place as a shoot thru...

Or, just epoxy the mounting stem. Make sure if it breaks again it won't fly up into the boat and damage something or hurt someone...

If it got broken by hi speed impact I would make sure it still works or works like it should before trying to reattach it.

See if you can find out what the material is. If ABS for instance, plumbers' PVC/ABS solvent cleaner followed by the cement may bond it good as new if applied correctly.

I am only basing that on trying it to edge bond PVC trim stock ("Azek") I was using as coaming bolster backing and found that after cleaning well with the solvent , applying cement and clamping for about 15 minutes, testing the bond proved the field of the PVC boards would break before the edge bond. I don't believe epoxy would have worked anywhere nearly as well.

On the other hand, if it's fiber-filled epoxy....
