After watching Bluepriate's (colleague on this website) fantastic Garmin 454 video on managing waypoints on computer, I contacted Garmin about software for PC operation.
This is the email from Garmin today.

Thank you for contacting Garmin International. I would be more than happy to help you with this trip planning software. Garmin used to have a program that was called BlueChart Americas which allowed our customers to have the same mapping software on their unit on their home PC. We have since discontinued that software to make room for the new downloadable program called HomePort. This software which should be released later this month will allow you to create trips on your computer and transfer them over to the GPSMAP 545.
