I downloaded the Feb 2008 update for the GSD 22 from the garmin website, to my hardrive. It comes as an exe file that has to be unzipped. When I attempted to unzip it, It tells me that I don't have a USB card programmer hooked up. I do in fact have a USB card reader connected with an SD card in it and formatted to my machine.
I know I've updated software 20 times, in just the same way. What the H?
Try unplugging the card reader and plugging it back in, and make sure that Windows recognizes it. Then try updating the card(running the .exe) it again. You may have to reinstall the card reader USB drivers.
other solution is just download v3.10 for the 4212. The latest update for the various perhiperals (GSD22 included) is embedded in any network units software update.

I had previously download v3.10 which became available feb1. The gsd update is dated feb 13th, so I thought it might be newer than what was on the v3.10 update. My gsd is currently running v2.4.
Now, when I try to unzip the gsd22 file, it begins the process and then tells me that NO USB DATA CARD PROGRAMMERS ARE AVAILABLE. WTH? I've downloaded a bunch of updates to my sd card using my usb sd card reader and it worked fine.
Just for kicks I went and downloaded v3.10 for the 4212 to my hard drive, opened the zip file, it expanded, asked me where to save it, I saved to the SD card using my sd card reader, and sure enough, it loaded the update to the sd card. So, it's not the reader, or the card.
There must be something about the gsd22 update that I am missing. Maybe it's not designed for a networked system?
Interestingly enough, when I received and installed the gsd 22, it had one of those other style chips, not an sd card like I got with the gdl 30. I think it fits in the slot of the older 3xxx series.

Oh Well. Guess I'll just live with v2.4
You did the right thing, just update the 4212 in the future as you have done, it contains all the updates for the entire marine network.
delete the gsd22 sw update, something probably got corrupted, and try again if you feel you must. If you did the v3.1 update, the gsd-22 sw on it it is the same update that was posted to the gsd-22 only on Feb 13, Garmin makes sure the network updates go out first, then they post updates to specific perhiperals on the site when they get around to it.
Ok, I stand corrected. Normally garmin won't release sw for an accessory that isn't timed with a mfd release. I just tried to do the v2.50 myself and same thing happened to me. I tried both doing it straight off their site and saving it and unzipping on my pc, both chunked. I sent an email to garmin, but that will be a day or so before I hear anything.
I had a problem with the 545 ver 3.1 update (feb 12). Locked up my machine with a black screen and the words "software updating".
called tech support and 1st guy told me to wait 20 minutes, a big update. I was on hold for 20 min. So he had me shut the machine off and take out card. It was still at ver 3.0
Had me go reformat the card and do the download /extraction process. Tried again same lockup. Next tech support had me shut down the machine, hold the up arrow and the power button until it recognized the update. Then it took about 4 sec.
Apparently they need to work on the updater program before releasing it to the public
