i currently have a personal locater 406 epirb, inflatable pfds for the crew, a signal kit (not sure of all the details but it has a 12ga gun w/6 meteor flares & about 6 hand held flares)

You have a pretty decent package considering that you do have a 406 EPIRB, and the inflatable PFDs. If you are going out for Tuna beyond say 20 miles, I might recommend that you consider upgrading your flare kit. The 122 Guage pistol type flares are very unreliable and perform poorly also. Doesn't matter what brand they just are not that good and fail quite often. At the very least make sure that the dates are current. You might consider a SOLAS grade of flare kit. This is the type of kit required on commercial vessels. Even three red handflares that carry the SOLAS approval are better than 12 guage pistols.
Just to cover yourself for out-of water survival craft think about something like the Zodiac SY6. I like this raft a lot. Its a very good deal, It's vacuum packed so it only has to be serviced every three years. Its small and light. I am considering a THT members only special on this life raft.

You fall into a unigue category because of chartering. If you a commercial fishing you need to carry all of the equipment I metioned before, For the liferaft you can carry what is called an IBA Inflatable Buoyant Apparatus. It is a type of liferaft that has minimal equipment, no canopy overhead and can be packed in either a canister or a soft valise. The are quite compact and light and a a prettty good alternative to the SOLAS Liferaft for smaller state registered vessels. The EPIRB you need is category II you do not need the Cat I. That will save you initially and service costs in the future.
If you can swing the Inflatable PFDs I highly recommend Mustang. I am also considering a a THT members only special on Mustang Inflatables.

Jim - If you're operating under a HMS Charter/Headboat permit are you automatically considered "commercial" or do you have to intend to sell the catch to fall under commercial status? Thanks.

You are considered a commercial vessel, but charterboats do not fall under the same rules as a commercial fishing vessel. Tell me more about your boat and your trips and I will tell you exactly what requirements you have.

If you are selling your fish you are considered commercial and fall under the regs for a commercial f/v, however the enforcment of this with charter boats is almost nil. A Charter boat that never sells its fish falls under charter regs, in this case a liferaft is not required. You may have to carry what is called a lifefloat if you are considered a small passenger vessel.
There may be some changes coming down this year that will require more equipment on charter boats.

I am a recreational boater/fisherman and I run my 28' downeast style boat out to about 30 miles on a regular basis with no more than 4 people per trip. I have the major safety equipment including an EPIRB but I need to get a liferaft. What type of liferaft would be recommended? I was at the NY boat show and checked out the Winslow 6 person Superlight Canopied Coastal liferaft. This liferaft was pretty compact and could easily be stored in an accessible location in my cabin. This raft was selling for $2800 at the show. Would this raft be a good choice or would I be better off going with a different manufacturer or type of liferaft? Would it be better to have a canister type liferaft mounted on the hardtop? Any suggestion or recommendations would be appreciated.

I read all through the posts concerning safety equipment, but a lot of it is from last year, My wife and I routinely fish off the Texas coast, out to 30 miles or so. I recently got my OUPV and "might" do a little fishing for hire. The boat is a Donzi 23ZF. Can you provide me with a list of items, in order of importance, so that I can start acquiring all the necessary equipment. I currently have Type I's for everyone on board, flare kit (pistol type which I read that you don't like), first aid kit, etc., but no EPIRB or life raft. How does the Plastimo compare to the Winslow or Zodiac? The Winslow I know is lighter but is there and advantage to weight when weight isn't a factor?
