Are they open yet? If not, can you anchor aside them as long as you don't walk on the beach?

Fished East and West Ship last Thursday. Saw a couple of people walking the beach on West Ship. They were dressed in "civilian" clothing and did not appear to be doing any work. We fished really tight to the island and we were never hassled. Come to think of it we did not see any park service boats all day.
I do not have a definitive answer but we fished the island with no problems. Hope that helps.
Pretty much got skunked on the fishing till we decided to go play with the Jacks.
