Default bait availibility fall/winter

I am a rookie going offshore but have fished for years within 20 miles. At 20 miles and in, it seems to me that bait essentially disappears once the warmer months are gone and you are fishing with dead baits/artificials. You can get croaker/etc inshore but the hard tails/blue runners are gone. Is this the case further offshore??? Also, if you do make it out to the floaters for tuna in January - what are you using for bait??? sorry if this is obvious, just trying to shorten the learning curve on this.

Cast net for mullet, they're plentiful and easy to get.
