Impossible to answer all your questions at once, there are other forums you should log onto for info and read the archives such as lakeontariounited.com and glangler.com. There is a lot of good info there to get you started.
Coming up the 81 corridor you can hit several launch areas:
Oswego: launch at Wright's Landing, you can fish the river and harbor anytime for bass, eyes, browns and steelies and if the wind isn't too bad you can venture out into the lake for salmon. Would suggest going out on a charter at least once to learn the ropes if possible, there are many good captains available
Mexico: Lauch at state launch or Mike's Marina, will be fishing out in the lake in Mexico Bay
Port Ontario: Launch at Selkirk State Park into the Salmon River, fish the river estuary or go out into the lake
Sandy Pond: Many places to launch around the pond with campsites available, you can fish for just about anything in the pond or can venture out into the lake if weather permits.
Don't know how big your boat is but watch the weather closely if you are out on the lake, it can get serious quickly. Most of the time you would be trolling on the lake if you are going after salmon, browns, or stealies but there is some good bass fishing near shore.
You will also be driving right by Oneida Lake just north of Syracuse, excellent for bass and eyes.
