after attending these meetings , it seems that the only way these ammendments are going to be challenged is in federal courts...these guys are set on closing bottom fishing for 35 years and have tracking devices on boats and not even allow transit in the closed areas, if you don't believe me look here , this is listed from their website:

• Establish a limited, designated snapper grouper fi shing zone
(or zones) between 28 degrees N (approx. Stuart, FL) and 33 degrees
N (Cape Romaine, SC) within the South Atlantic EEZ. Allocate a
portion of the total ACL (79,000 lbs.) as non-directed removals, i.e.,
bycatch mortality. After subtracting the allotment for areas north and
south of the fi shing zone(s), divide the remaining ACL among commercial,
recreational, and for-hire sectors within the fi shing zone(s).
Fishing within the permitted zone(s) would require tracking and accountability
measures including Vessel Monitoring Systems for all sectors,
reporting requirements, video monitoring and other requirements.
• Alternatives to allow transit through closed areas;
• Alternatives for requiring the use of circle hooks;
• Alternatives to establish a red snapper monitoring program,
including both fi shery-dependent (utilizing for-hire sector) and
fi shery-independent (research vessels).
