I will be going down to punta gorda some time in January and was wondering if anyone knew of a good place to fishfor drum, snook, tarpon etc. . will not have any access to a boat.

Lots of spots around the harbor and bay down there. Drive out to Boca Grande and fish the bridge in Gasparilla bay. Check at some of the bait shops. Talk nice, buy a load of bait and tackle and they'll tell you where some good spots are. You won't have any problem finding someplace to fish from shore even if you just drive around and look. g'luck.
