Take commercial to the beach and hang a left (north) onto whatever road that is that's closest to the beach. Park in the first parking lot you see - a few blocks north of the pier. Gear up and swim straight out, you'll find pretty good reefs about 1/2 pier length out and then again at about the end of the pier.
Don't forget to take a float (and a buddy). Nothing amazingly spectacular but all and all a good dive, no boat required. Usually easiest to swim under the surface so you aren't fighting waves, but take a visual every so often and/or use a compass to make sure you aren't getting too close to the pier.
