<div>So where exactly do we find the U.S. Coast Guard Safety Gear Regulations that are mentioned when applying for the NMFS HMS permits? I know they vary depending on distance offshore, size of boat, etc., but I can't seem to find the printed regs anywhere. This is the extra safety gear required for the &quot;General&quot; category and the &quot;Headboat/Charter&quot; category of the HMS (Bluefin) permits. Thanks!</div>

I thought I heard someone mention that if you have a NMFS recreational permit you would not be required to pay the fee of 10 bucks !? <br />

The 10 dollar permit begins in 2011 so I figure by 2013 it will be 30 dollars!<br />

Geeez the EPO's will really be out in force ambushing anglers from the concealed positions in the woods...! :trout:<br />

It feels like the end is near. The docks are emptying, while the yards are slowly filling up. Most of the charterboats are still in the water trying to scratch out a couple more trips. But it’s kind of tough when we get weather like we’ve had for the past five days. . <br />
Before the blow there were plenty of fish, mostly blues, but if you kept looking you could find a pocket with half bass and half blues. Most of the bass were in the six to eight pound range, with an occasional ten pounder. Some of the blues were a lot bigger than the bass. All of the fishing was in the deep waters, out where the pirates sail. <br />
Finally on Sunday a number of the charterboats sailed, but most came right back, thanks to big swells, filthy water and no fish. One boat who shall remain nameless went out further to the east and found a newer body of fish, all in the fifteen to twenty pound range, and no bluefish. <br />
The guys fishing for blackfish have been doing well when the conditions are OK. Easy tides and light winds are pretty essential, especially over at Southwest Ledge. They have also been catching the occasional codfish, which is good news, because after last winters fishing there are going to be a lot of boats chasing them. The ROSIE from up-island has already gotten here and there are rumors of another four or five party boats planning to spend the winter here along with some charters that will probably stay in the water.. <br />
If you have always wanted to fish at Tropic Star Lodge in Panama but were never able to plan ahead the year in advance that is usually required to book a winter trip there, now is the time to act. They have been coming up with occasional cancellations, including one in mid January. If you are interested, give me a call, ASAP.<br />

<font color="black"><font face="Calibri">With the backdrop of Monaco proposing a CITES 1 listing for Atlantic Bluefin tuna and a massive ENGO worldwide campaign in support including PEW spending millions leading up to and at this ICCAT meeting, significant action was adopted by ICCAT and written primarily by the EC.  </font></font><br />
<br />
<font color="black"><font face="Calibri">The new Recommendation will reduce catches in the Mediterranean and East Atlantic to 13,500 mt for 2010 (almost 50% reduction), allow the purse seine fishery only one month to fish (May 15 to June 15 i.e. an 11 month closure), cancellation of the of the 5 weather days and finally establishment next year of a 3 year rebuilding plan with a 60% probability of stock recovery and easily requiring another major quota reduction to somewhere between zero and 8,000 mt for 2011.  </font></font><br />
<br />
<font color="black"><font face="Calibri"> For the west, our quota remains the same as planned for 2010 (i.e. 1,800 mt).  We didn't lose a pound yet and this is due to excellent talking points and arguments by Rebecca. Round One to the GOOD GUYS!!!  </font></font><br />
<br />
<font color="black"><font face="Calibri">The fight is just beginning; A March CITES meeting still threatens our June 1 opening. The big question now is where will the </font></font><font color="black"><font face="Calibri">US</font></font><font color="black"><font face="Calibri"> and EC stand on CITES?  It is not clear.  Both could still support an Appendix 1 or 2 listing and fueled by PEW supported enviro groups that want nothing more than a CITES pelt under their belt.  </font></font><br />

<font color="black"><font face="Calibri">I will explain more after I return.  The details could easily fill a book.  It is Sunday evening, the meeting just ended.  Glenn and I begin the return tomorrow and don't get home until Tuesday.  I will be out of communication for the next two days. </font></font><br />

<div>Made the weekly run up to the Salmon River yesterday. What a trip it was, had the first fish to the net within about 1/2 hour. A bright fresh 13 pounder, followed that up with another fresh fish about 8-9 pounds. My buddy started out slow till we moved down stream, I went into self destruct mode lossing several fish while my buddy went on a teat landing half dozen including another fresh 13 pound fish.<br />
I found I had about 40 yards of line with frays and nicks in it which lead to my many lost fish. What a beautiful day, starting out about 26 degrees and warming up into the mid 50s.</div>

I remember a meeting at the MA Maritime a long time ago.  There was some guy there from Norway or Iceland who spoke to us about ITQ/IFQ's, he didn't have much nice to say about them.  I've spoken to a lot of folks from Alaska who have similar things to say.  ITQ's or catch shares are only good for those who get the fish, they are the end of the line for you though if you don't.<br />

So,  have a listen to these 2 pieces from the last 2 MA marine fisheries commission meetings.  Catch shares seem to be coming.  Time to pay attention.<br />

<div>I have never had a boat survey done before and I want to know a few things before I start calling around sounding like an idiot. <br />

Are boat survey's and engine survey's separate? <br />
<br />
The boat I am looking at has Cat Engines and I want a certified Cat Mechanic to test the oil, see her under load etc. <br />
<br />
Also want to check for moisture in the hull, soft spots on the deck etc. nothing major. <br />
<br />
Are there surveyors that can do a complete survey that are also Cat mechanics? <br />
<br />
Do I have to schedule two separate surveys? <br />
<br />
Can anyone recommend a company or do I just go through the closest Cat Dealer-  (I believe located in Milton)<br />
<br />
I am not looking for a nitpick or something overly too in depth- its a older boat and I have some money I would like to put into I just want to ensure the basic hull and engine conditions are as tip top as the seller is assuring me.  <br />
<br />
Any suggestions or info would be greatly appreciated!!<br />
