fixing User CP time zone?

I keep trying to change the time zone in the User CP from Pacific time to Eastern time, with the DST turned on. When I click on Save Changes, I get a message that a URL for the Panic Button is missing.

Well, I have the Panic Button turned OFF, so don't need a URL to panic to.

Besides, it says you have to be some kind of Admirals club member to use the panic button. I am not eligible to use the feature that I do not want which is keeping me from using the feature that I do want.

Which is to show the damned post times correctly for my time zone.

Any ideas?
