The part about cats seems wrong but how about this:

Don't know if it's accurate, since it's a story from a friend who has a friend, but... A guy I know had a buddy who, in the 80's, went shark fishing with cats. He claimed that they cut one of the cat's legs to start the bleeding, threw the cat overboard with the hook and line attached with wire. The blood and thrashing (since cats hate water and try really hard to get out of it) drew the sharks in.

Needless to say, we don't fish together.

Knew of people back then that did it.(NO,NOT ME). They also used chickens( like those nice feathered lures we have). Get a bloody slick going, and a thrashing bird, hard to resist if you are a shark.

i have a coworker from stuart, fl that tells me back in the day the stuart shark rodeo was suspended because some were using kittens...

Urban Legend.
Another version is that Montauk boats were using summer rental people's abandoned pets as shark bait.
I've heard the same story on both coasts....
