What is more likely - 1) congress thinking that they have legal standing to sue and can't extrapolate to know that if they were serious, OPEC holds all the cards and will retaliate, or 2) the fact that this proposal is just as much of a farce as today's "inquisition" with the oil company executives?
You must also believe that the reason we don't have an accommodating domestic energy policy is because of overwhelming real concern about the caribou, spotted owl, and some very localized marine ecosystems. I suppose that's worth $400 billion a year.
Give me a more plausible theory, and I'll be happy to recant mine.
