use a slider with a 5/0 hook just enough weight to get to the bottom. try the pilons slowly go from one side to the other just casting at each pilon let it sink ALMOST to the bottom if the eel hits to bottom you know he will get under the nearest rock and you lost the rig. the rock will be waiting to ambush bait fish as they follow the current keep that in mind when decideing what side of the pilon to cast to.

There is a ledge that connects the legs on these pilings and Mr. eel will do anything he can to get loose. What I do is get on the up current and fish out in front of them where the fish should stage waiting for dinner.I have a friend who dives and he drew me a diagram of what these underwater ledges look like.

I like to suspend the eels using a large bobber (alltackle.com has them) to keep them off the bottom.
Let's say I'm in 30' of water, and marking fish @ 20'.
I'll start w/ about a 20 leader from the bobber, then the egg sinker about 17' from the bobber, leaving the last 3 feet to the hook/eel, to allow him some ease of movement.
This way, he'll swim around just over their heads.

You can either set up some eel pots (essentially a minnow trap) baited w/ chunky chum, or do what I did, make friends w/ an Eeler.
