We've always found the close to the inlets of Charleston Harbour and Folly River, floating on or very near the surface. Don't know much about them but they seem to be more plentyful at high tide. Having handled many of these over the years, I have yet to have any problems. They seem to be completely harmless. They're kinda like month old jello.
