You might check out the Wanchese Inn Bed and Breakfast. Nice, clean, good people, relatively cheap. I've stayed there for the last two OBX THT tournies, and will be going back next year.
The dunes motel right by Owens is the cheapest motel per night. $55 per night during the week if you stay one week. It's kinda like a dare, eat this 15lb hamburger and you're meal is free if you finish it thing.

I don't think Owen's is cheap or even lower tier pricing. Best advice is get there early and stop at a few to get a price. There are one or two there that I don't think anybody would stop at.

Jimm, I wasn't telling him it's the cheapest place on the beach but they now have more rooms west of the beach road; their motel is one of the nearest to the inlet. If you want the cheapest to the inlet, Columbia NC is an hour away, but you'll pay the difference in gas$$ commuting. I think there is one called 'Fin and Feather' that's about 10 miles from the inlet located on the Nags Head/Manteo causeway.
