Dr. Bogus has a web site NC Onshore Inshore Fishing Page that was relevant to surf and pier fishing in the EI area. Dr Bogus is the fisherman in that area for what you are looking for. Another site that might have some good info NC Waterman with active surf and pier fishermen. Just google them and you will find the URLs. You may have to register but the last time I was at either one they were free.
