Default Moving Bogue Inlet

Anybody heard the latest on moving Bogue Inlet to the west?

Should start sometime in November.

The problem is with future funding. Currently there is no funding available for the continued dredging of the inlet after 12-31-04. So even though you may have a nice straight shot after the first green buoy you may not be able to get that far as it naturally shoals around cans 12-14.

From what I understand the only NC inlets to be dredged in 2005 will be Oregon, Beaufort, and Cape Fear River area

Bogue Inlet was really nasty on Saturday. Surf was pounding between the cans just before you get out to deep water.

Thanks for the update. It has always been "fun" going out. I hope there will be the funding to maintain the inlet properly.

I know inlets move around, but in my mind the ACE have increased the problem by altering the natural flow of water. 35 years ago the inlet was close to Bear Island, there was a good flow of water coming from behind Bear Island keeping the inlet relatively stable and on that side. With keeping the ditch open, spoil areas, the main flow now comes from the middle. I don't think you can even navigate the old channel to Bear Island.

I just returned from a fishing tourney there this past wkend. The surf was 7-10 in the inlet about every 6 feet, EXCITING! I heard from locals that they plan to move the inlet 3000 feet??? Where???

Inlet will be moved toward Bear Island. Funding for ICW to inlet connector dredging dries up end of September not end of the year. Here is an article from last weeks paper out of Swansboro:

Unless members of the U.S. Senate decide to include a last-minute addition to the final Energy and Water Development Appropriations Bill, funding to dredge the 1-1/2-mile connecting channel between Bogue Inlet and the Atlantic Intercoastal Waterway for Fiscal Year 2005 will wash away with the tide on Oct. 1.

That's a disconcerting possibility for fishermen and recreational boaters who use the inlet on their way to and from Onslow Bay and the myriad of local businesses that cater to them.

Community leaders from Carteret and Onslow counties, including Rep. Jean Preston and Sen. Cecil Hargett, met Friday morning at the Rotary Civic Center in Swansboro to discuss the situation and how best to combine their efforts to present a unified voice to lawmakers in Washington, D.C.

"It's a matter of educating the people and the politicians," said Charles Vincent, former chairman of the Bogue Banks Beach Preservation Association. "Our beaches and waterways are an industry."

Emerald Isle has long been in the business of protecting those coastal "industries" - after a two-year process, the town recently put out for bid an estimated $4 million project to relocate Bogue Inlet away from its western tip. Several homes at the Point will continue to hover on the edge of collapse until a new channel is dredged away from the shoreline this fall and winter.

But maintenance of the connecting channel is not included in the relocation price tag and Stan Jarusinski, fishing charter captain and president of the 500-member Onslow Bay Saltwater Fishing Club, voiced his concern that a brand new Bogue Inlet channel will do little good if shifting sands shut off its approach.

"We are really behind the 8-ball," he said. "I'm concerned from a safety standpoint. We already have people running aground every day near Buoy 14, but our group hasn't been able to raise any kind of local interest."

In past years the U.S. Army Corps of Engineers has been awarded a $1 million budget to dredge the inlet and its connecting channel. Maintenance dredging takes place between four and six times a year to keep the waterway navigable.

The money required by the Corps to keep Bogue Inlet and the connecting channel at its recommended 8-foot depth did not appear on President George W. Bush's budget for navigation appropriations for FY 2005, nor was it in the version voted on last month by Congress.

"Our hope to get Bogue Inlet included this year lies in the Senate," counseled Gregory "Rudi" Rudolph, shore protection manager for Carteret County. "Considering this is election year, who knows when our Energy and Water Development Appropriations Budget will be passed. I don't think there's any way we're going to get a signed appropriations bill by the Oct. 1 deadline."

A delayed budget will afford local interests valuable time to get the attention of U.S. senators Elizabeth Dole and John Edwards. Rudolph advised concerned citizens to contact the staffs of Dole and Edwards and explain the importance of a safe approach to Bogue Inlet for the economic health of Carteret and Onslow counties.

Whether or not the last-ditch effort will be successful remains to be seen, but Rudolph pointed to a future partnership between beach nourishment proponents and those interested in maintaining Bogue Inlet.

Carteret County is currently pursuing a 50-year Shore Protection Plan that would ensure federal funding for sand projects over the next five decades and, presumably, a natural fit for keeping area waterways clear and navigable by utilizing dredge spoils to provide sand for nourishment.

"The way to get this done is to tie it in with beach nourishment," agreed Tom Andresky, a member of the Onslow Bay Saltwater Fishing Club and leader of that group's efforts to secure funding for the Bogue Inlet connecting channel. "It seems like nobody understands this. Everybody thinks this is just going to be rectified on its own."

Update from town:

Permits Received for Bogue Inlet / Western Nourishment Project; Construction Bids Solicited

After 28 months of hard work by many people, the Town has now received all required Federal and State permits for the Bogue Inlet / Western Nourishment Project. The Town is currently soliciting construction bids for the project, and these bids are due on October 25. If the bid process proceeds as planned, the Town will award a construction contract by November 1, and the dredge should arrive later in November or December to begin work. The entire project is expected to take up to 3 months to complete, and must be completed no later than March 31 in order to comply with permit conditions.



The project involves the dredging of a new main channel in Bogue Inlet approximately 3,500 linear feet west of the existing homes on Bogue Court, approximately halfway between Emerald Isle and Hammocks Beach State Park (Bear Island). The new channel will vary in width from 150 to 500 feet, will be approximately 7,000 feet long, and will be constructed at initial depths of -11.5 to -13.5 feet. Approximately 1,000,000 cubic yards of sand will be removed from the new channel, and 800,000 cubic yards of this material will nourish the ocean beach between Lands End and Pinta Drive. The remaining 200,000 cubic yards of material removed from the new channel will be used to construct a dike to block the flow of the existing channel. The total construction budget is approximately $4.1 million, and is being financed with General Obligation bonds approved by the Town’s voters in 2002.



The project is expected to nearly immediately relieve erosion pressures at “The Point” and provide a high quality sand source for the Western Phase beach nourishment project, all for the same cost as each project would cost as a “stand-alone” project. The Town’s consulting engineers predict that the existing channel will completely fill in naturally over the next 4-6 years, and that a significant new spit will re-form on the west end of Emerald Isle.



The Town is pleased to have completed the permitting process, and is eager to begin construction of this important project. The Town believes the project is a win-win for everyone, as it will 1) relieve erosion pressures at The Point, 2) provide high quality sand to nourish the western beach, 3) improve navigation through the inlet, 4) provide additional bird, turtle, and plant habitat on the re-formed spit, and 5) enhance public access to perhaps the most beautiful location in Emerald Isle.

Thank you for the updates. Hopefully, all will go well. Maybe the new inlet will be "less interesting" than the current one.

BTW, I have a friend that has a house on the point and she will be relieved to save her house.

The real issue after the inlet is moved is keeping the stretch from th ICW to the inlet open. There are no monies is Fiscal 2005 Fed Bidget for that. The monies for the inlet change does not includ that. SO as of last Friday there is no monies for that piece to the puzzle. Cheers .....

After the New Inlet is dredged, there are no funds available to dredge it should it start to fill in.

You mean WHEN it starts to fill in. Bogue Inlet is always filling in. The point used to run almost a mile from the houses. Now, the houses are wet.

There is a CG station there, so when they start to clean their hulls in the inlet again, somehow funds will appear. They always do. Now that the CG is part of DHS rather than DOT, funds will hopefully be easier to get.

speaking of the channel between the icw and the inlet has anyone noticed that starting to get shallow I came thru there on Sunday and marked a spot 1'9" I looked to make sure I was not out of the channel and I was right in the middle. This could become real interesting.

Funds to dredge inlets don't come from DHS they are allocated in the Army Corps of Engineers Budget. Right now there are no funds to dredge BI in FY2005 anywhere in the Corps Budget. Been telling people that for the last 8 months. The monies that are being used to move it are coming out of the beach renurishment funds. The real issue as stated before is going to be the stretch from the ICW to the Inlet. The relocation funds only cover the 1st 1.25 miles. Yea the inlet will fill in ....... so get ur shovels out cause after this relocation ends there are no more monies allocated for maintaining the new channel. That's why we've been beating on Walter J., Eilzabeth D. & John's E. (if u can find him) doors for the last 8 months. We've also engaged some of our state representatives. Cheers ......
