Ok, this is going to be the wierdest thread you've read all day.

I'm a young guy but I went to school in Tennessee with an older lady who became a close friend of my family. Her mother died last year and she wants to scatter her ashes at sea, along with those of her step father. As far as I know this is legal in North Carolina - if not, please speak up. Federally it is regulated by the Clean Waters Act. There is a form that has to be submitted to the EPA within 30 days after the event and it must take place a minimum of three nautical miles from land.

Any idea if this is something that a boat captain would be willing to do? If so, could you hazard a guess on the rates? Close or equivalent to a half day charter maybe?

Is this something where you want a group of people to be present (>6)? If not, then an inshore charter for a half day would be your best bet. I don't see why they would have any problem with that as long as you paid for a half day...They routinely run out to about 12 miles.

If she invites us along for the ride, it would be a total of four people (three adults). Knowing her, I don't think she'd want to be around strangers going fishing if that's what you mean!
