Better lower that price soon they are not going to be worth the paper they're printed on with out fed permitt.

Any fish caught inside of 3 miles can be sold with out a federal permit. This will not change.

Your right 3 kings really aren't a "big deal", if thats all you target / can catch. on the other hand nice spring day a limit of gapher dolphin, limit of YFT and throw in a nice Hoo and you can offset the trip expense. Not saying those catches are a regular but they are pulled off frequently.

I was actually under the same impression, a fisheries officier informed me to read the DMF rule book and its 3 fish per license...all fish houses may not go that way but thats the law, so one license aboard a vessel=3 fish for sale no matter how many people are aboard.

Where does it say that in the rule book?
DMF rule ( GS 113-168.2 ) Says that if I have a SCFL and fishing on my boat that has a commercial permit, none of the crew has to have a SCFL. I think it is on page 254.
