In the past, the council has used landings data as the basis for determining allocations.
But last year the council agreed to explore other options.
"Ibelieve we should be managing our fisheries resources looking forwardas opposed to looking backward," explained George Geiger, SAFMCchairman, in a recent council publication.
.......The Coastal Conservation Association of NorthCarolina (CCA-NC), a recreational fishing organization, would like thecouncil to consider economic impact, demographic information, and otherfactors, while minimizing the use of past landings in settingallocations.
"We would prefer to set allocations which reflecthow managers and fishermen would like the fishery to look in thefuture," explained Stephen Ammons, CCA-NC executive director, in anemail to the Sentinel. .......
.....Jeff Oden, an Outer Banks commercial fisherman,believes the SAFMC is set on a course to reallocate the resourcelargely to the recreational sector, no matter which allocation methodis used.
He said the snowy grouper fishery has been atraditional commercial fishery with more than 90 percent of landings bycommercial fishermen.
"Now they are saying that all of a sudden in 2006, the fishery is now 40 percent recreational," he continued.
"Theysaid recreational fishermen landed 168,873 pounds in 2006, exceedingtheir harvest limit by 35 times, yet NMFS (National Marine FisheriesService) Southeast Regional Administrator Roy Crabtree sat in a meetingin Washington last fall and said the recreational community was wellunder its 4711 pound target for 2007," Oden explained.
"The one thing that jumps out at me us how conveniently the numbers change and how subjectively they are applied," Oden said.

Loligo, I agree, unless you're fishing for drum or trout...the CCA is bad news, esp for guys making a living on the water. Prepare to get bombarded with anti commercial, pro CCA garbage-propaganda

Hey guys, Do me a favor and ask your boy Jeff Oden why he and the rest of the council save1 comm. guy from Fl. voted yes on the snowey issue and the 71% tac cut in the tilefishery. He dug his own hole man?????????
