Default Honda 50 Rev Limiter

Can anyone explain the rev limiter to me? I know it is designed to keep the engine from over reving but how does it work. I hear some engine racket at WOT and the dealer says it is the rev limiter. Suposidly that shouldn't hurt the engine but it sure sounds terrible. The dealer is trying to prop the engine down but I am concerned I will loose top end speed. The baot is probably underpowered running at 28-29 mph WOT so I don't want to sacrifice top end speed. Should I just keep running it with the rev limiter activating or find a new prop that will give me the same speed at less rpm's?
Any ideas - any prop suggestions?
