dual axle trailer brakes

I have been told that new regs require tandem axle trailers to have brakes on both axles. Does anyone know if this is true and if so must older trailers be retrofitted? If so at what cost? What is the best way to do so? Thanks

For the regs for your state, go to Trailerboats.com and look under towing > 2006 Regulations by state. As a Washington State Patrol told me: " you can run with brakes on one axle but if you get in an accident, the liablillity will fall on you and you may also find that your insurance coverage is null and void. I added the second set of brakes on my dual axle. If you are a do-it-yourself'er, order the second axle kit from Champion.com and do the install.
