Drained oil and changed filter, removed starter applied wd40, removed spark plugs applied wd40, starting fluid down intake, removed and cleaned(wd40) everything I can think of. Fresh water submersion.

Starting fluid IMO is bad as it is an oil solvent, exactly what you don’t want.
Fresh water is no a big deal as long as you get it dry and oiled fast. Piston rings and valve springs are a big concern as they rust easily.
Remove plugs, squirt some oil or mystery oil into cylinders, turn over with starter then replace plugs and get it started with new oil asap. run for a while at idle then change oil and filter and repeat then run under load for a couple of hours to burn off any remaining water.

I hope you spun the engine over by hand several revolutions with the plugs out !

WD40 in the intake would be good also.

If it is going to be a few more days before you get the starter and electrical working, I would remove the plugs again, add WD40 (or marvel mystery oil) and turn it over several more times by hand.

When you do get the starter and electrics working, remove plugs and spin it over. Adding a bit more WD40 even then would not be bad.

There is probably residual water in the crankcase and or oil passages. Once it fires, bring it up to operating temp, shut it down and drain oil and replace filter (again). Fire up again as soon as possible.

Everything need to be re-lubed.

Better yet, SELL IT !
