Default Syten Steering System Problem

I have a '78 model single engine Trojan with a Syten hydraulic steering system. Both helm stations turn hard. I disconnected the rudder arm and it swings free. When turning either station the "manifold" that the steering tubes go into has a clicking sound before the steering cylinder moves. Ther are no leaks in the system and both steering reservoirs are full. I'm thinking the system needs to be purged but I don't the best way to do that. Any suggestions? Thanks.
