you statement No. 1 is correct if you get a category 1 EPIRB. BW advertise as being unsinkable, so that' not likely going to be much help for you. You want to purchase a category 2 EPIRB and tie it into your GPS system if you can.
As for your statement no. 2, not necessarily. You can put it anywhere you want if you are going to tie it into your GPS.
Fast Find PLB, is perfect for a CC, it does not take up any space, put it in your pocket or ditch bag and you are all set. Provides the same protection as the EPIRB with the exception that the battery is rated for at least 24 hrs vs the EPIRB which is rated for 48.

I assume you do not have a liferaft either. A Cat II EPIRB makes more sense on a small boat mounted close to the helm. With the Whaler in an emergency you are more likely to be totally dead in the water with no power and partially submerged. A Cat I mounted on your hardtop would have to be taken down and manually deployed. The hydrostatic release type is more suited for a large boat where the crew might be dispersed and a life raft would be available to deploy automatically as well.

Remember the epirb can be activated in other life threatening conditions such as a fire. Some boats are unsinkable, but as far as I know, none are fire-proof.
IMO look into purchasing the McMurdo Smartfind Plus 406 GPS EPIRB. I paid $800.00 and considered it a one time "accessory" cost.
Hope to never need it, but its there and could save lives.
It has a built in GPS and can be deployed either manually or hydrostatically.
Even though you can't sink, the BW could flip and it would then deploy if you had it mounted somewhere on the console. It should also be easily accessable should you need to grab it & deploy it manually. If you go offshore, a ditch bag and liferaft are advisable also.
