Default 1990 Johnson 40HP Sticky Throttle

Good evening! I have a 1990 Johnson outboard. I noticed that my throttle or remote control as some say sticks a bit going into forward and/or reverse...once there its fine. I detached the cables and verified it wasnt the cables (nice and smooth when not attached). I then noticed that the neutral detent bearing seems as though it could be the culprit.

Has anyone experienced this issue before?
