Help Cleaning Aluminum Windshield Frame

Hi everyone,

I've got a tough one here and I'm looking for some advice from the Pro's.

I have a 1990 boat that has alot of what appears to be mildew or something similiar (Black Spots) all along the windshield frame, which is aluminum. I've tried scrubbing and even 3M aluminum windshield restorer, to no avail. I mean these stains are TOUGH. I even tried a wire wheel brush, and it took about 2 hours to clean 1 foot. Would really appreciate some advice from someone who has tackled this problem before. I'm obviously not using the right stuff, technique or something. HELP!
